SeaPort Enhanced (SeaPort-e)

SeaPort-e: Objective

To meet Chief of Naval Operations (CNO) objectives promulgated in Seapower 21 and to increase efficiency, the NAVSEA Warfare Centers established the SeaPort-e Multiple Award Contract (MAC) vehicle, using a web-based, e-business procurement Portal, to facilitate performance-based service acquisition, leverage buying power, improve business intelligence and reduce cycle time. In October 2004, the Virtual SYSCOM Commanders formalized an agreement to expand the ordering community of SeaPort-e to include all Virtual SYSCOM activities and to leverage the success of SeaPort-e in achieving the aforementioned objectives across the Virtual SYSCOM. Additionally, other activities, including the Military Sealift Command, Strategic Systems Programs, Office of Naval Research, and the United States Marine Corps have chosen to use SeaPort-e.

The Naval Sea Systems Command (NAVSEA), Naval Air Systems Command (NAVAIR), Space and Naval Warfare Systems Command (SPAWAR), Naval Facilities Engineering Command (NAVFAC), Naval Supply Systems Command (NAVSUP), Military Sealift Command (MSC), Strategic Systems Programs (SSP), Office of Naval Research (ONR), United States Marine Corps (USMC), and Defense Threat Reduction Agency (DTRA) use this vehicle to contract for their service requirements.

SeaPort-e provides a vehicle for for government agencies to acquire support services in the 22 functional areas listed below.  Genex Systems, LLC is proud to have been selected to provide services under the SeaPort-e vehicle is all 22 functional areas and geographical zones listed below.

SeaPort-e: Geographical Zones

SeaPort-e Task Orders are competed in the applicable zone of performance by the various ordering offices to meet project/program requirements. The following map identifies the seven zones as indicated in the map below:  Northeast (Zone 1), National Capital (Zone 2), Mid-Atlantic (Zone 3), Gulf Coast (Zone 4), Midwest (Zone 5), Southwest (Zone 6), and Northwest (7). For work performed outside the fifty states, the zone in which the ordering activity is located shall be used.

Genex Systems, LLC has been awarded an IDIQ contract to support SeaPort-e customers in all seven regions across the country.

SeaPort-e: Quality Assurance Program

Quality Control (QC) is a core function of Genex’s approach to satisfying the requirements of this program. QC for SeaPort-e is guided by the our proven Quality Management System (QMS), which consists of ISO-compliant policies, procedures, processes tailored to achieve Seaport-e’s defined quality metrics and objectives.

Our QMS includes all ISO 9001:2008–mandated procedures (Document Control, Records Control, Internal Auditing, Corrective and Preventative Action, and Non-Conforming Material Control) as well as additional procedures that address specific SeaPort-e concerns (contract and subcontract management, customer requirement review and execution, task management, handling of customer supplied product, training of employees, and customer satisfaction/performance measurement). Benefits offered by implementing a QMS within an ISO heritage include:

The framework used by the Genex QMS also helps identify system gaps, providing a strong foundation for continuous process improvement (CPI). We recognize the importance of continuously improving our QMS and overall program management approach, therefore we integrate Capability Maturity Model Integration (CMMI) and AS9100 CPI methods into our QMS to further enhance effectiveness and efficiencies.

By combining ISO processes together with CPI methods, Genex goes beyond the basic quantitative/transactional quality approach that only concerns itself with completing a set number of tasks within a predetermined time frame, at a pre-determined level of quality. Our integrated performance-based qualitative approach measures our innovative and efficient use of resources, and our impact on related goals and missions. We evaluate the methods used to accomplish the work, and identify and implement consistent processes that continue to leverage the same efficiencies, which ensure we deliver maximum value for every dollar spent.

Team Genex carries out careful planning and regular reviews of our QMS implementation, ensuring the availability of resources and information necessary to support high-quality operation and maintenance of the contract. Genex Systems and our teammate Jacobs Technology, both have a reputation for delivery of high quality products and services to our government customers, including the Navy and the USMC.

Genex Systems, LLC is currently undergoing an appraisal for CMMI v1.3 For Development – Level 3 which is scheduled for September 2016.  We are also working towards ISO 9001 – 2015 Certification by the end of 2016.
